London Olympics opening watched by record 40.7 million Americans

LOS ANGELES (Reuters) - A record 40.7 million Americans watched NBC television's coverage of the 2012 Olympics opening ceremony, making it the most-watched Summer Games opening, NBC said on Saturday.

NBC said the audience for the London ceremony was six million more than for the opening ceremonies from Beijing in 2008, and also beat the 39.8 million audience for the Atlanta Olympic Games in 1996.

U.S. viewers had to wait up to seven hours on Friday to watch the London ceremony after NBC decided not to stream it live and to delay its broadcast until the prime time evening hours.

NBC sports group chairman Mark Lazarus said in a statement on Saturday that the record audience for London "is a great early sign that our strategy of driving people to watch NBC in primetime is working."

NBCUniversal paid $1.18 billion for the U.S. rights to the London Olympics. It is streaming all the sporting events live online and boosting its TV coverage of the 2012 games to more than 5,500 hours.

But Americans took to Twitter in droves on Friday when they realized that the opening ceremony could not be seen until hours after it finished in the British capital.

CNN talk show host Piers Morgan, who was tweeting details about the ceremony from London, said on Friday: "Laughable that America is yet to start watching the Olympic ceremony on TV. Seriously."

NBC sports spokesman Christopher McCloskey said the opening ceremonies "are complex entertainment spectacles that do not translate well online because they require context, which our award-winning production team will provide for the large prime-time audiences that gather together to watch them."

In a decision that caused controversy in Britain, NBC cut a musical tribute from the opening ceremony for the victims of the July 2005 extremist attacks in London buses and trains. Instead the network showed a brief interview with Olympic champion swimmer Michael Phelps by "American Idol" host Ryan Seacrest.

NBC did not immediately return calls for comment on the matter.

China appoints officers to South China Sea garrison

China has appointed military officers at a newly-established garrison in the South China Sea, state media reported Friday, the country's latest step to bolster claims to disputed islands in the area.

The defence ministry announced the appointments Thursday, the China Daily said, two days after China said it had established the city of Sansha on an island in the area, along with the military garrison.

Sansha lies on the island of Yongxing in the disputed Paracel Islands. The region is also north of the Spratly Islands, which are also subject to rival claims.

Appointed were Senior Colonel Cai Xihong as the garrison's commander and Senior Colonel Liao Chaoyi as its political commissar, China Daily reported, quoting ministry spokesman Yang Yujun.

Yang said that the garrison has responsibility for defence mobilisation, guarding the city and disaster relief, among other functions.

However, he added that a separate maritime garrison under the Chinese navy was responsible for maritime defence and military combat, appearing to suggest that the Sansha garrison would not have such responsibilities.

"Whether a military establishment has combat forces or not depends on its military tasks," he said, according to China Daily.

Vietnam and the Philippines condemned China's decision earlier this week to set up the garrison, with Hanoi on Tuesday filing a formal protest and Manila lodging a complaint with China's ambassador.

Yang said how China deploys its military within its own borders is irrelevant to other countries, China Daily said.

China says it owns much of the South China Sea, though Vietnam, the Philippines, Taiwan, Brunei and Malaysia each claim portions of it.

The dispute has simmered for decades, though tensions have risen markedly recently as China has moved to more strongly assert its territorial claims.

The Association of Southeast Nations (ASEAN) at a summit earlier this month failed for the first time in 45 years to issue a joint statement, as members were unable to agree how to refer to China's behaviour in the disputed waters.

China says it is acting within its rights, though its moves have raised alarm bells in the region and beyond.

Beijing is also involved in a separate dispute with Japan over islands in the East China Sea.

China is seen as unlikely to alter its stance, despite growing international criticism.

"China will certainly continue reinforcing its political and military control over Sansha as it has drawn lessons from maritime disputes in the past," Zhang Zhexin, a US studies expert with the Shanghai Institute for International Studies, was quoted by China Daily as saying.

One of the most primitive snake fossils ever found hints that the slithery reptiles might have originated on land, not in the sea as has been proposed.

The animal, which lived at the same time as the dinosaurs, probably emerged from a line of burrowing reptiles that lost their legs.

Where and how snakes diverged from their legged cousins the lizards has been a mystery.

Details of the find appear in the journal Nature.

The debate over snake origins has been complicated by the scarcity of transitional fossils (those with features in between two groups of creatures).

But new fossils from eastern Wyoming, US, belonging to the ancient snake Coniophis precedens - which lived some 65-70 million years ago - could help clear up the mystery.

According to the analysis by Nicholas Longrich from Yale University and colleagues, Coniophis lived in a floodplain environment and "lacks adaptations for aquatic locomotion".

They describe it as a "transitional snake, combining a snake-like body and a lizard-like head".

"This thing quite probably would have had small legs," Dr Longrich told the AFP news agency.

The ancient reptile's small size, along with physical features of its spine, suggest that it burrowed. And analysis of its jaws show that it fed on relatively large, soft-bodied prey.

But it did not have the flexible jaws that allow modern-day snakes to swallow prey many times their own body size.

"The genesis of the Serpentes (the biological name that defines what we understand as snakes) that began with the evolution of a novel means of locomotion, followed by adaptations facilitating the ingestion of ever larger prey, thereby enabling snakes to exploit a wider range of ecological niches," the researchers write in Nature journal.

??????????????? For two years, construction of the center has drawn controversy in the city of 110,000 people in Rutherford County, about 30 miles from Nashville. Vandals have marred signs and set fire to equipment; bomb threats have been made and protests have been held.

Opponents to the mosque filed suit in state court to stop it from opening, and in May, Chancellor Robert Corlew III ruled that the building plans were ?void and of no effect,? saying the county had failed to give proper public notice about the project. The federal Justice Department and the Islamic Center of Murfreesboro filed separate lawsuits, seeking county permits to allow the mosque to open in time for Ramadan.?In an emergency hearing on July 18, U.S. District Court Judge Todd Campbell ordered the county to move forward with the permitting process, and ruled that the constitutional rights of mosque members to practice their religion had been violated.

The Becket Fund for Religious Liberty, a nonprofit legal and public-interest institute, has been representing the mosque members, and on July 18, issued a letter in support of the congregation?s religious freedom. The letter has hundreds of signatories, including many religious groups of all faiths, the American Civil Liberties Union, and noted law professors, including Lund, who has worked with the Becket Fund on other issues.

??????????????? ?They often represent religious minorities,? Lund said. ?They?ve had some significant wins on behalf of Muslims, Jews and Hindus? I have written some articles about religious freedom that they found helpful and interesting, and we have worked together on a number of cases over the years.?

??????????????? The professor, whose principal academic interest is in religious liberty, said the Becket Fund?s letter expresses well his feelings about the situation in Murfreesboro.

??????????????? ?America has a strong tradition of religious liberty,? he said. ?In many ways, the rest of the world inherited it from us. We were one of the first nations that allowed religious minorities to openly practice their religions. That was so important that the Framers decided we wouldn?t have an established church. But there is a counter-tradition, as well. Baptists and Presbyterians were persecuted by the Anglicans in Virginia in the 18th century. Catholics and Jews had a hard time in the United States in the 19th and 20th centuries. Muslims and atheists often face governmental discrimination and private contempt today. We need to remember that every religious group has been a persecuted minority, that there was a time and place when we ourselves would have been persecuted. When we are at our best, Americans are strikingly tolerant of people that are very different than them. But we need to be at our best more often.?

No congregation should have its right of religious liberty curtailed solely because some of its neighbors disapprove of its religious beliefs.

In 2010, the Islamic Center of Murfreesboro sought to build a new mosque in Murfreesboro, Tennessee, where they could worship God in peace on their own property. Although it made every effort to reach out to its neighbors in friendship, the congregation was subjected to a campaign of protest and violence, including vandalism, a bomb threat, and even arson.

This campaign of violence was accompanied by a legal campaign in which the congregation?s opponents claimed that the Muslim religion?one of the world?s largest?was not really a religion, but a political movement seeking to impose ?sharia? on the United States. As a result of the legal battle, a local judge has issued a ruling forbidding the congregation from entering its newly completed building. After years of following both the letter and the spirit of the law, the congregation is again seeking permission to use its building?this time in the hope that it will be permitted to do so before the start of Ramadan.

We, the undersigned, represent a diverse array of religious beliefs and have disagreements on a wide variety of theological, political, and social matters. But we are united in supporting the right of the Islamic Center of Murfreesboro to gather in peace on their own property for their celebration of Ramadan.

We deplore the vandalism, arson, and bomb threats directed at this congregation. No congregation of any religion should ever be the target of violence for any reason.

We recognize that the word ?sharia? can be used in a wide variety of ways and can be the subject of vigorous debate within our political and religious communities. But shrill, sensationalist rhetoric about ?sharia? should not be used as a pretext to deprive Muslims of their right under the United States Constitution to the free exercise of religion.

We emphatically support the right of the Islamic Center of Murfreesboro?on an equal basis with any other type of religious congregation?to build a house of worship in the City of Murfreesboro and to use its own property for religious exercise. We repeat: No congregation should have its right of religious liberty curtailed solely because some of its neighbors disapprove of its religious beliefs. Mosques must be respected and honored just as churches must be respected and honored.

Finally, we call on all Americans of good will to join us in supporting the religious liberty of the Islamic Center of Murfreesboro. Vanderbilt-Ingram Cancer Center has initiated tumor mutation testing for a limited number of patients with metastatic colorectal cancer.

This pilot project for colorectal cancer is part of VICC?s Personalized Cancer Medicine Initiative (PCMI), a program to identify genetic mutations in a patient?s tumor that may be useful in matching the appropriate therapy with each patient. VICC patients with lung cancer, breast cancer and melanoma already have their tumors tested for specific mutations, and now some colorectal cancer patients will be added as part of a pilot program.

?We?re testing a panel of eight genes, including mutations in the KRAS and BRAF genes,? said Emily Chan, M.D., Ph.D., assistant professor of Medicine and clinical director of GI Oncology. ?What we?re looking at are genes that are known to be mutated in some colorectal cancers. Companies are already developing drugs that block the molecular pathway that gets activated in some of these gene mutations. Other genes don?t have drugs available at the moment, but that doesn?t mean they won?t down the road.?

Chan points to the drug vemurafenib, which has shown strong results in many melanoma patients with the BRAF mutation. About 10 percent of colorectal cancer patients also have the BRAF mutation in their tumor.

?We have participated in a trial looking at a small group of colorectal cancer patients and we did not see the same impressive responses that were seen in melanoma, which lets us know that colorectal cancer is a different disease than melanoma, and vemurafenib by itself doesn?t get the same impact. So it may need to be given in combination with something else. Knowing more about the different mutations within the tumor may help guide us to what may be the best treatment combination for a particular patient,? Chan said.

Some of the mutated genes may serve as prognostic markers to predict how patients will respond to a specific therapy. The results may also help VICC physicians match patients to clinical research trials that target certain molecular pathways in the tumor.

The gene tests are conducted on tissue samples from the patient?s tumor. To participate, patients must have enough tissue available for testing and they must sign a consent form to allow for the mutation testing. About 200 patients will be tested during this initial colorectal cancer program and the results will be evaluated for future projects.

?I have patients who are very interested in getting this testing done, even if they?re on some current therapy because they?re trying to plan for the future. The other thing I hear from patients is even if it doesn?t help them it may help someone in the future, so there?s an altruistic aspect to their willingness to help, as well,? said Chan

San Bernardino Bankruptcy: City Declares Fiscal Emergency

SAN BERNARDINO, Calif. -- San Bernardino declared a fiscal emergency Wednesday night, allowing the city to avoid a lengthy mediation process and head straight to federal bankruptcy court.

The declaration comes after the city announced last week that it would seek Chapter 9 protection, making it the third California city in recent weeks to make the rare move.

The City Council voted 5-2 to declare the emergency and file for bankruptcy protection amid a dire cash crunch that has officials worried San Bernardino can't meet payroll in August.

The vote was followed by another authorizing the city attorney to file for bankruptcy, but it was not clear when the planned filing would come.

Councilmen Chas Kelley and John Valdivia dissented on both votes.

Councilman Fred Shorett, who voted against bankruptcy last week, reversed his position Wednesday night and approved both moves.

"The horse is out of the barn ? the whole world knows we're insolvent," Shorett said, according to the San Bernardino Sun. "I will be supporting going forward with Chapter 9 and fiscal emergency."

The vote could make the city of 210,000 people the third in California to seek bankruptcy protection since last month, following Stockton and Mammoth Lakes.

The city is facing a $45.8 million budget shortfall this year.

Last week's announcement of the bankruptcy plan has further stressed San Bernardino's finances by prompting a dozen employees to put in for retirement with hopes of cashing out accrued vacation and sick time, and it has spurred vendors to demand cash instead of credit, said Gwendolyn Waters, a spokeswoman for the city manager's office.

The debate over bankruptcy in San Bernardino has also raised questions about the city's financial management. Last week, City Attorney James Penman told the public that 13 of the last 16 budgets presented to the city council had been falsified, masking the city's deficit. The finance director, who is new to the job, said officials had borrowed cash from restricted funds to cover payments, and eventually ran out of money to pay the funds back.

Officials say the housing crisis ? which walloped property and sales tax revenues ? and the loss of state redevelopment funds took a toll on the city's budget. San Bernardino is located about 60 miles east of Los Angeles.
