WASHINGTON (Reuters) - When tax agents started singling out non-profit groups for extra scrutiny in 2010, they looked at first only for key words such as 'Tea Party,' but later they focused on criticisms by groups of "how the country is being run," according to investigative findings reviewed by Reuters on Sunday.
Over two years, IRS field office agents repeatedly changed their criteria while sifting through thousands of applications from groups seeking tax-exempt status to select ones for possible closer examination, the findings showed.
At one point, the agents chose to screen applications from groups focused on making "America a better place to live."
Exactly who at the IRS made the decisions to start applying extra scrutiny was not clear from the findings, which were contained in portions of an investigative report from the Treasury Inspector General for Tax Administration (TIGTA).
Expected to be made public this week, the report was obtained in part by Reuters over the weekend as a full-blown scandal involving the IRS scrutiny widened, embarrassing the agency and distracting the Obama administration.
In one part of the report, TIGTA officials observed that the application screening effort showed "confusion about how to process the applications, delays in the processing of the applications, and a lack of management oversight and guidance."
After brewing for months, the IRS effort exploded into wider view on Friday when Lois Lerner, director of exempt organizations for the IRS, apologized for what she called the "inappropriate" targeting of conservative groups for closer scrutiny, something the agency had long denied.
At a legal conference in Washington, while taking questions from the audience, Lerner said the agency was sorry.
She said the screening practice was confined to an IRS office in Cincinnati; that it was "absolutely not" influenced by the Obama administration; and that none of the targeted groups was denied tax-free status.
It is clear from the TIGTA findings that Lerner was informed in June 2011 that the extra scrutiny was occurring. Key words in the names of groups - including 'Tea Party,' "Patriot' and '9/12' - were being used to choose applications, TIGTA found.
"Issues" criteria were also used, TIGTA found. Scrutiny was being given to references to "Government spending, Government debt, or taxes; Education of the public via advocacy/lobbying to 'make America a better place to live;' and Statements in the case file (that) criticize how the country is being run."
Under these early criteria, more than 100 tax-exempt applications had been identified, according to TIGTA.
Briefed on the practice, Lerner ordered changes.
CONSTANTLY SHIFTING CRITERIA
By July 2011, the IRS was no longer targeting just groups with certain key words in their names. Rather, the screening criteria had changed to "organizations involved with political, lobbying, or advocacy."
But then it changed again in January 2012 to cover "political action type organizations involved in limiting/expanding government, educating on the constitution and bill of rights, social economic reform/movement," according to the findings contained in a Treasury Department watchdog report.
In March 2012, after Tea Party groups complained about delays in processing of their applications, then-IRS Commissioner Doug Shulman was called to testify by a congressional committee. He denied that the IRS was targeting tax-exempt groups based on their politics.
The IRS said on Saturday that senior IRS executives were not aware of the screening process. The documents reviewed by Reuters do not show that Shulman had any role.
In May 2012, the criteria for scrutiny were revised again to cover a variety of tax-exempt groups "with indicators of significant amounts of political campaign intervention (raising questions as to exempt purpose and/or excess private benefit)," according to a TIGTA timeline included in the findings.
THOUSANDS OF APPLICATIONS
Each year the IRS reviews as many as 60,000 applications from groups ranging from charities to labor unions that want to be classified as tax-exempt. "Social welfare" groups dedicated to the general good can be tax-exempt under tax law 501(c)4.
These groups do not have to disclose the identities of their donors and they can spend money on advertising for general issues, but they may not endorse specific candidates or parties.
The U.S. Supreme Court's January 2010 "Citizens United" ruling unleashed a torrent of new political spending and 501(c)4 groups became a popular conduit for some of it, on both ends of the political spectrum, but especially for conservatives.
The number of applications sent to the IRS by groups seeking 501(c)4 status rose to 3,400 in 2012 from 1,500 in 2010. As money poured into 501(c)4 groups, campaign finance activists began to raise questions and demanded a crackdown by the IRS.

A $5 million multi purpose, shared sports and recreation facility for everyone from babies to the elderly is being proposed for Golden Bay.
Bay residents are proposing a "one stop multi use complex" to be developed at the existing Golden Bay Recreation Ground, commonly known as the Golden Bay A&P showgrounds.
Golden Bay Shared Recreation Facility Incorporated Society chairman Dean Lund said they envisaged the complex being of use to a wide range of people from football players to bridge enthusiasts and people practising yoga.
"The sports fields are effectively there already. There will be a new hockey area there, while the soccer field will be upgraded and a new one added. We're in negotiation with the A&P Association to construct three netball courts and a car park on their block of land adjacent to the Recreation Park," he said.
Mr Lund said the proposed building would include a gymnasium for indoor netball, basketball, volleyball, and other sports. Two squash courts, a multi-purpose room (for yoga, boxing, and martial arts) changing rooms, showers and toilets, meeting rooms, a function/social area and a commercial kitchen and bar were also planned.
"We've also had expressions of interest from Search and Rescue. We think it would be a natural place for Civil Defence - being an elevated site - they'd have all the networks in place. It would also be good for weddings, funerals and hosting large events such as sports tournaments," he said.
Mr Lund, Jenny Pomeroy and Peter Blasdale presented a feasibility report to the Golden Bay Community Board last month. They hope the proposal will be recommended to the Tasman District Council.
Carolyn McLennan, chairwoman of the Golden Bay Community Board said the board was considering it.
"We will discuss at our next meeting whether or not we can provide a letter of support. They did a good presentation, we were all very impressed. Their planning has come a long way," she said.
Mr Lund said the TDC was aware that Golden Bay needed a new facility, but the process had to be "community driven".
"TDC identified that Moutere had a hall, also Murchison, Motueka and St Arnaud had halls," said Mr Lund.
"The feasibility report that Sport Tasman have provided, backed up by Sport New Zealand, clearly shows the need and the community support and the operational viability for the centre," said Mr Lund.
While the TDC has budgeted for $3.7 million to be available for the complex in its long-term plan, a further $1.5m would need to be raised by the group.
"We see a significant portion of that coming from funding agencies - for example Lotteries and the Canterbury Community Trust. And we expect that a considerable amount of community input will come in the form of ?in kind' work such as labour, landscaping, use of machinery and equipment in the site preparation and construction," said Mr Lund.
"We're very, very conscious of the hospital and how hard the community is being pushed for funding at the moment so we're not wanting to put pressure on individuals. There are a lot of funding sources that we can access that the hospital can't because we're sports and recreation and they're health."

That message has been received by some residents of Chelyabinsk, an industrial city in the Ural Mountains that's famous for just two things ? both of which were horrifying near-miss catastrophes of potentially biblical proportions.
They say the city should start cashing in on its most recent brush-with-disaster, a huge meteor strike that might easily have obliterated much of western Siberia, as a motif for theme parks and other tourist attractions that could pull the region out of obscurity.
"Space sent us a gift and we need to make use of it," Natalya Gritsay, head of the regional tourism department, told journalists.
"We need our own Eiffel Tower or Statue of Liberty," she added.
Chelyabinsk's first unwanted claim to fame was a nuclear disaster at the nearby Chelyabinsk-40 atomic reprocessing plant in 1957, in which almost 100 tons of high-level radioactive waste erupted into the atmosphere. That accident was eventually contained and then kept strictly secret by Soviet authorities for over 30 years.
The second was last month's ten-ton meteorite that slammed into the atmosphere and exploded in a series of fireballs almost directly above the city, injuring over 1,200 people but killing no one.
That event was filmed from almost every possible angle by hundreds of CCTV and dashboard cameras, and the videos transmitted around the world almost instantaneously via YouTube and other social media.
It spawned vast amounts of commentary, even some brilliant satire and, of course, plenty of wild conspiracy theories.
But it also, finally, put Chelyabinsk on the map. And many local citizens want it to stay there.
Reached by phone in Chelyabinsk Tuesday, Ms. Gritsay said there was no fully worked-out plan yet. But ideas include developing a tourist zone around Lake Chebarkul, where the biggest meteor fragments came down, along with a diving center where tourists could try their hand at searching the lake bottom for pieces of space rock.
"These ideas need investment," she said. "Right now we have plans organize a festival of fireworks near the lake," to commemorate the event.
Local media have reported scores of other suggestions, including one local official's scheme to build a "Meteor Disneyland," with full special effects so that tourists could relive the experience. Other ideas are a "cosmic water park" near Lake Chebarkul, and a giant, pyramid-shaped flaming monument on the lake's surface to mark the spot where the largest fragment hit.
"It's a good idea; it will help them develop their local brand," says Valery Markin, a regional expert at the official Institute of Sociology in Moscow.
"But it's not just about tourism. A big meteor strike is a very rare event, and this one hit at Lake Chebarkul, a traditional recreation zone for the population of Chelyabinsk.... People are already saying that some superior force saved them from total destruction. In earlier times, people might have designated this a 'sacred place,'" he says.

Choosing the specific recipe from ?The Bowler?s Meatball Cookbook? was the hardest task in reviewing this book. There is a choice of fish, meat and veggie balls, all of which looked extra tasty, however my dining guests were meat eating fish haters so I chose the Beef and Chorizo Balls with confit garlic mayonnaise, a thoroughly good choice.
What you need:
2 tablespoons of olive oil
2 shallots finely chopped
1 large free range egg (beaten)
500g beef chuck steak, minced
200g cooking chorizo, diced
400g white rice cooked (uncooked 100g)
200g Manchego cheese
1 teaspoon of smoked paprika
100g breadcrumbs
Grated zest of 1 lemon
1 teaspoon of salt
3 tablespoons of chopped parsley
Before you start, make sure you have cooked the rice and chopped everything as this will help to save time. Start by cooking the shallots on a low heat for 2 minutes, then add the garlic and stir for another 5 minutes until the onions are translucent. Then, add all of the ingredients into a bowl and mix with your hands until it?s all combined.The Bowler adds a nice little piece of advice to check the flavour; make a small patty and fry it off, then taste it. This way you can decide how much seasoning you want, however I?d say the recipe is spot on.
Next, line two baking trays with non stick baking parchment (works a treat, don?t use foil!) and cook at 220 degrees Celsius or gas mark 7 for 30 minutes and Bob?s your uncle! I served these ones as suggested, with the confit garlic mayonnaise which can be made from scratch (do it before the meatballs though, as the process takes a while) and rocket. ?I then sprinkled some of the Manchego cheese on top and served them with gherkins on ciabatta. It is as scrumptious as it sounds. The book has a lovely section at the back on the sauces and accompaniments, such as the confit garlic mayonnaise I used and Jerusalem artichoke gratin (which I really want to try), so you can make proper meatball banquets.
The recipe is easy, fairly quick and extremely tasty. The chorizo makes the meatballs flavoursome and adds another layer of texture, making them anything but bland. These are fillers though, so don?t be surprised if you can?t finish 4 ? I tried and failed. These would be great for a dinner party as they are quick and can be served on a bun, rather than with the usual pasta (yawn). The meatballs also work brilliantly as next day leftovers, as there were so many I had them for lunch cold with rocket and harissa cous cous and it hit the spot!

CAIRO (AP) ? Egypt's bickering government and opposition need to create "a sense of political and economic viability," giving businesses confidence and setting the stage for a vital international aid deal, U.S. Secretary of State John Kerry said Saturday.
Kerry stressed to business leaders the importance of Egyptians coming together around human rights, freedom and speech and religious tolerance. Equally essential, he said, is uniting "to meet the economic challenge of this particular moment."
Several hundred people protested outside the government offices where Kerry later met with Foreign Minister Amr Kamel. They burned Kerry's pictures and chanted that Washington was siding with President Mohammed Morsi's ruling Muslim Brotherhood.
Kerry arrived in Cairo, the latest stop on his first overseas trip as a member of President Barack Obama's second-term Cabinet, intending to press all sides to come to a basic agreement on Egypt's direction ahead of parliamentary elections that begin next month. A meeting with Morsi was set for Sunday.
Of great concern, too, is the ability of Egypt to undertake the reforms necessary to qualify for a $4.8 billion International Monetary Fund loan package. Steps could include increasing tax collections and curbing energy subsidies.
Agreement with the IMF, contingent on ending the political chaos that has ensued since Morsi's election, would unlock significant U.S. assistance, including portions of Obama's $1 billion pledge last April.
"It is paramount, essential, urgent," Kerry told business leaders, "that the Egyptian economy gets stronger, gets back on its feet and it's very clear that there is a circle of connections in how that can happen.
"To attract capital, to bring money back here, to give business the confidence to move forward, there has to be sense of security, there has to be a sense of political and economic viability."
After meeting with Kamel, Kerry spoke about how Egypt can surmount its challenges and become a strong and stable democracy, with a stable economy.
"I say with both humility and with a great deal of respect that getting there requires a genuine give-and-take among Egypt's political leaders and civil society groups just as we are continuing to struggle with that in our own country," Kerry told reporters.
"There must be a willingness on all sides to make meaningful compromises on the issues that matter most to all of the Egyptian people."
Earlier, Kerry said he would tell Morsi in their meeting that U.S. assistance would depend on Egyptian reforms and the IMF agreement.
"It is clear to us that the IMF arrangement needs to be reached and we need to give the market place some confidence," Kerry said.
The political turmoil has scared away tourists and foreign investors, eroding Egypt's foreign reserves by nearly two-thirds of what it was before the uprising. Those reserves, which stand at less than $14 billion, are needed to pay for subsidies that millions of poor Egyptians rely on for survival.
Kerry met with opposition figures before a round-table discussion with members of the business community. He described the first session as "very, very spirited."
According to the U.S. State Department, Kerry also spoke by telephone with Mohammed ElBaradei, a Nobel laureate who heads the National Salvation Front, an opposition coalition calling for an election boycott.
Kerry met with Amr Moussa, a former minister under ex-President Hosni Mubarak who's now aligned with the Salvation Front. Moussa, an ex-Arab League head, ran for president last summer.
A statement from Moussa's office said the two talked about how the U.S. could support Egypt economically.
Kerry's talks with the league's current leader, Nabil Elaraby, covered the uprising in Syria, where 70,000 people have died in fighting over nearly two years.
The Salvation Front says it could consider participating in elections if parts of a new constitution are changed, police stop using excessive force against protesters and if an inclusive government of the Christian minority, women, and liberals is formed.
They say now is not the time for elections that will further polarize the country while violent clashes continue to take place between protesters and security forces, further shaking the faltering economy.
They accuse Morsi and the Brotherhood of dominating power in Egypt, effectively stepping in to the same role as Mubarak and failing to carry out reforms while also seeking to instill a more religiously conservative system.
Morsi's administration and the Brotherhood say their opponents, who have trailed significantly behind Islamists in all elections since the uprising, are running away from the challenge of the ballot box and are trying to overturn democratic gains.
Egypt has been locked in political crisis for months amid successive waves of protests against Morsi that have turned into deadly clashes and rioting.
As Kerry was meeting with opposition figures, including some who have joined the election boycott, activists in the Nile Delta city of Mansoura say a 35-year-old protester was killed when an armored police vehicle crushed him to death during violent anti-Morsi protests before dawn on Saturday.
A 14-year-old boy was reported to be shot in the head and critically wounded.
In the restive Suez Canal city of Port Said, a police vehicle ran over five people Saturday after protesters marching along a main street refused to allow the car through.
Kerry's visit to Egypt is the sixth leg of a nine-nation trip through Europe and the Middle East.
