Political Tensions Threaten Stability in Sudan (ContributorNetwork)

Sudan and its deteriorating relations with neighboring South Sudan are making headlines, and rarely are those headlines positive for the beleaguered Sahelian nation. The recently splintered country rescued a number of kidnapped Chinese workers in South Kordofan recently but is facing a humanitarian crisis on its southern border, oil-related tensions with rival South Sudan and calls from human rights organizations to release student activists.

Here are a number of recent headlines related to the troubles threatening Sudan and the increasingly tense situation along its undemarcated border.

* CNN is reporting the Sudanese army might have freed 14 to 17 Chinese workers in South Kordofan state. The Sudan News Agency claims 14 workers were rescued from the Sudan People's Liberation Movement-North, while China's Xinhua news agency reports 17 workers were released. 56 other construction workers of local and foreign nationalities remain unaccounted for.

* Five youth activists were arrested Jan. 25 in Khartoum by the National Intelligence and Security Service, according to Freedom House, and there are other activists under arrest and without access to lawyers. The human rights group noted Nagi Musa, Amar Dirar, Gazi Altayeb, Mohamed Mahjoub and a fifth unidentified individual are at "serious risk of torture and other abuses" from the Sudanese government.

* Freedom House had already indicated in its Jan. 19 "Freedom in the World 2012" report that Sudan had been deemed to have a downward trend overall due to political arrests, political party bans and violent crackdowns on protesters and journalists during the Arab Spring. The country has ratings of 7 for political rights and 7 for civil liberties, the lowest possible ratings.

* South Sudan is an oil producer and uses Sudan's pipelines and port access to ship its goods to markets. But after accusing Sudan of stealing oil, the Associated Press is reporting that production was shut down in the new nation. An agreement regarding transit fees has yet to be resolved after two years of negotiations. South Sudan is stating it will not restart oil production until Sudan meets a list of demands.

* Ongoing border tensions have left South Kordofan and Blue Niles states in a state of chaos, with fighting having caused 80,000 people to flee, the AP also reports. The World Food Program believes 500,000 people could end up leaving the area and will need food aid if the Sudanese government fails to permit aid and assistance to the conflict regions.

Thailand welcomes Twitter's new censorship policy

BANGKOK (AP) ? Thailand is welcoming Twitter's new policy to censor tweets in specific nations where the content might break laws.

Technology minister Anudith Nakornthap said Monday the new policy was a "constructive" development. The Southeast Asian country routinely blocks websites with content deemed offensive to the Thai monarchy.

Anudith said it was good that Twitter "felt responsible to cooperate with governments to make sure basic rights are not violated through the use of social media."

Thailand's taskforce that monitors anti-monarchy content has blocked 1,156 websites since December.

Twitter has been a tool of free speech and dissent around the world and its policy change last week ignited global outrage. The U.S. State Department credited Twitter with being upfront about the policy but reserved comment otherwise.

Police: No evidence to support Maine tot abduction (AP)

WATERVILLE, Maine ? Police who confirmed the discovery of blood from a missing toddler in the basement of her father's home said Monday they've found no evidence to support an abduction, and they believe adults in the home know more than what they're telling investigators.

Six weeks after Ayla Reynold's disappearance in Waterville, state and local detectives believe the father, Justin DiPietro, and two other adults in the home on the night Ayla was last seen are not giving a full account of what happened, said Steve McCausland, spokesman for the Maine Department of Public Safety.

The idea that someone sneaked into the small house and took Ayla without awakening any of the adults "doesn't pass the straight-face test," McCausland said.

"We've followed every conceivable piece of evidence that would follow their version of events, and we have found not one piece of evidence that supports an abduction," he said Monday.

Ayla was 20 months old when she disappeared on the night of Dec. 16. She had been staying with her father at the time in the house where DiPietro lives with his mother. Ayla's mother, Trista Reynolds, lives in Portland.

DiPietro reported Ayla missing the following day. He'd put her to bed the night before and said she wasn't there the next morning.

Over the weekend, state police confirmed that blood was found in the basement where the father slept and that some of the blood was Ayla's. Relatives reported on a family-run website that they were told the blood was "more than a small cut would produce" but police declined Monday to say how much blood was discovered.

On the night Ayla was last seen, DiPietro was in the home with his girlfriend, Courtney Roberts, and they slept with Roberts' child in the partially finished basement where the blood was found, McCausland said. DiPietro's sister was sleeping with her young child on the main level of the one-story home, and Ayla was in a bedroom by herself on the main level, McCausland said Monday. DiPietro's mother was not home that night.

Trista Reynolds' father said the family was told late Saturday by McCausland that blood found in the home was determined to be Ayla's.

"It was a surprise," Ronald Reynolds said.

He said police didn't give any indication what the discovery means.

Ronald Reynolds said he is convinced the adults in DiPietro's house have more information than they have shared.

"Every day, it gets hotter and hotter," he said. "I hope they pull them back in, set them down and give them the opportunity to say something."

The family-run website issued an appeal for anyone with information about Ayla to come forward.

"Even in light of this evidence we are more determined than ever to find out what has happened to Ayla and we still cling to the hope that she is alive and will be returned to us," the website said. "We urge anyone that has information about Ayla to come forward now and unburden yourself of the truth."

GIGLIO, Italy (AP) ? The cruise ship that capsized off Italy's coast will take up to 10 months to remove, officials said Sunday, as rough seas off the Tuscan coast forced the suspension of recovery operations.

Officials called off both the start of operations to remove of 500,000 gallons of fuel and the search for people still missing after determining the Costa Concordia had moved four centimeters (an inch and a half) over six hours, coupled with waves of more than one meter (three feet).

A 17th body, identified as Peruvian crew member Erika Soria Molina, was found Saturday. Sixteen crew and passengers remain listed as missing, with one body recovered from the ship not yet identified.

Officials have virtually ruled out finding anyone alive more than two weeks after the Costa Concordia hit a reef, but were reluctant to give a final death toll for the Jan. 13 disaster. The crash happened when the captain deviated from his planned route, creating a huge gash that capsized the ship. More than 4,200 people were on board.

"Our first goal was to find people alive," Franco Gabrielli, the national civil protection official in charge of the operation, told a daily briefing. "Now we have a single, big goal, and that is that this does not translate into an environmental disaster."

University of Florence professor Riccardo Fanti said the ship's movements could either be caused by the ship settling on its own weight, slipping deeper into the seabed, or both. He also could not rule out the ship's sliding along the seabed.

Gabrielli noted that the body of a man recovered from the ship remains unidentified, despite efforts to obtain DNA samples from all of the missing, meaning that officials cannot preclude that the deceased is someone unknown to authorities. Costa has said that it runs strict procedures that would preclude the presence of any unregistered passengers.

Experts have said it would take 28 days to remove fuel from 15 tanks accounting for more than 80 percent of all fuel on board the ship. The next job would be to target the engine room, which contains nearly 350 cubic meters of diesel, fuel and other lubricants, Gabrielli said.

Only once the fuel is removed can work begin on removing the ship, either floating it in one piece or cutting it up and towing it away as a wreck. Costa has begun the process for taking bids for the recovery operation, a process that will take two months.

Gabrielli said the actual removal will take from seven to 10 months ? meaning that the wreck will be visible from the coast of the island of Giglio for the entire summer tourism season.

Residents of Giglio have been circulating a petition to demand that officials provide more information on how the full-scale operations can coexist with the important tourism season. At the moment, access to the port for private boats has been banned and all boats must stay at least one mile (1.6 kilometers) from the wrecked ship, affecting access to Giglio's only harbor for fishermen, scuba divers and private boat owners.

"We are really sorry, we would have preferred to save them all. But now other needs and other problems arise," said Franca Melils, a local business owner who is promoting a petition for the tourist season. "It's about us, who work and make a living exclusively from tourism. We don't have factories, we don't have anything else."

The greatest animated film ever made and one of the screen's great musicals hardly needs this (3D) sort of sprucing up.

What you gain in an extra, faked dimension you lose in lively, genuine beauty.

The 3-D pops out to enhance the drama or energy of scenes in which settings are large and integral to the action.

Some youthful memories are better not revisited, but this definitely isn't one of them. Sometimes you can go home again.

It is a surprise, in a time of sequels and retreads, that the new film is so fresh and altogether triumphant in its own right.

Despite some excessive narrative streamlining, this 1991 release was the best Disney animated feature in years, full of charm and humor.

Disney's gorgeous 1991 animated version of the classic fairy tale "Beauty and the Beast" gets the same 3D treatment that was recently given to "The Lion King."

Watching this in a theater definitely makes it feel less like a "cartoon" and more like a significant film. Cogsworth poking Le Fou in the butt with a sword aside.

One of the brightest jewels in Disney's crown, Beauty and the Beast's 3D reissue takes nothing away and makes the film's brilliance even easier to appreciate; the movie is more beautiful and timeless than it ever was.

Beauty and the Beast is just as enchanting 20 years after its initial release.

The apex of an art form, a justly celebrated classic, and the best animated movie of any sort ever put on screen at any time.

The lines have begun to show in Belle's tale, which remains enjoyable but feels more like a quaint artifact than the masterpiece it once was declared to be.

Both TANGLED EVER AFTER and BEAUTY AND THE BEAST are sure to enthrall audiences everywhere, even if the 3D doesn't really add much of anything to this animated classic.

A serviceable version of a classic fairy tale minus that crucial touch of magic.

And it is a joy to revisit the timeless pleasures of traditional Disney storytelling, with no attempts to add sizzle from celebrity voice talent or radio-friendly pop songs.

3D doesn't downplay the inherent artistry of the effort, but it doesn't enhance anything outside of ticket prices.

Beauty and the Beast looks beautiful and is sure to entertain, but this experience is superfluous at best-it was already a three-dimensional story long before these new technics.

Better remembered than seen, Beauty and the Beast has been treated unkindly not just by the years that have passed since it was released to enormous acclaim in 1991, but by a faddish 3D conversion.

The 3D is unnecessary - but it doesn't spoil the fun of Beauty and the Beast.

The ultimate makeover story has strong, positive messages.

...an above average (yet far-from-flawless) animated endeavor.

Iran offers nuclear talks. Why the West may prefer to wait.

While the West is insisting Iran demonstrate its seriousness this time, experts do expect a new round of nuclear talks. Some say starting them too soon could send the wrong message.

Iranian President Mahmoud Ahmadinejad?s lukewarm declaration Thursday that Iran is ready to return to international talks on its nuclear program ? albeit on its terms ? is all part of a diplomatic chess game that most Iran experts and Western officials assume will lead to the resumption of talks at some point in the coming weeks.

What those officials and experts seem much less confident about is that those discussions, whenever they occur, will produce the results necessary to head off an eventual military attack on Iranian nuclear and related installations, for example: strict limits on Iran?s uranium enrichment, greater access for international inspectors to Iran?s nuclear facilities, and access in particular to its newly operational underground facility near Qom.

Public grandstanding over the talks suggests both sides are positioning for advantage. The Iranians want to appear reasonable and open to meeting with world powers ? the talks would be held with the so-called P5+1 group, the UN Security Council?s five permanent members plus Germany ? while also standing firm on what it considers its ?right? to enrich uranium for what it insists are purely peaceful civilian reasons.

But Western powers, led by the United States and the European Union (France, Britain, and Germany) ? are taking the ?fool me once? approach to Iran and insisting that Tehran must demonstrate its seriousness about talks by, for example, agreeing to suspend its enrichment activities while talks go on.

Iran has used negotiations in the past to buy time for advancing its nuclear program, and Western countries are adamant that this time things must be different. As one senior Western diplomat in Washington said recently, ?The Iranians? actions totally contradict their nice words? about a willingness to return to the negotiating table.

?It?s nice to come back [to the table] to have a nice lunch,? the diplomat continued, ?but nothing they do suggests they are serious.?

Pentagon: Army, Marines to shrink as budget slows

(AP) ? The Pentagon outlined a plan Thursday for slowing the growth of military spending, including cutting the size of the Army and Marine Corps, retiring older planes and trimming war costs. It drew quick criticism from Republicans, signaling the difficulty of scaling back defense budgets in an election year.

The changes Defense Secretary Leon Panetta described at a news conference are numerous but hardly dramatic. They aim to save money by delaying some big-ticket weapons like a next-generation nuclear-armed submarine, but the basic shape and structure of the military remains the same.

The Army would shrink from a peak of 570,000 to 490,000 within five years, and the Marines would drop by 20,000, to 182,000. Those are considerable declines, but both services will still be slightly larger than on 9/11, before they began a decade of war. Both will keep their footholds abroad, although the Army will decrease its presence in Europe and the Marines plan to increase theirs in Asia.

Panetta said the administration will ask Congress for $525 billion to run the Pentagon in 2013 ? $6 billion less than the current budget. War costs, which are not considered part of the base budget, would decline from $115 billion to $88 billion, reflecting the completion of the U.S. withdrawal from Iraq.

The base budget would then increase in each year of the Pentagon's five-year plan, reaching $567 billion in 2017. A year ago the Pentagon had projected 2017 spending to reach $622 billion. The Pentagon counts those reductions in projected future spending as "defense savings."

When Obama took office in January 2009 the Pentagon's base budget was $513 billion. In 2001 it was $297 billion.

Under a budget deficit-cutting deal Congress made last summer, the Pentagon is committed to reducing projected spending by $487 billion over the next 10 years. The plan Panetta presented Thursday covers the first five years of that span and would cut a cumulative total of $259 billion in planned spending.

"We believe this is a balanced and complete package," Panetta said.

In a bid to pre-empt election-year Republican criticism, Panetta said the plan begins to shift the Pentagon's focus from the long wars in Iraq and Afghanistan to future challenges in Asia, the Mideast and in cyberspace. More special operations forces like the Navy SEALs who killed Osama bin Laden will be available around the world, he said, and the Pentagon will stress improvements in cyberdefenses.

Republicans were quick to pounce on the proposed Army and Marine Corps reductions.

"These cuts reflect President Obama's vision of an America that is weakened, not strengthened, by our men and women in uniform," said Rep. Howard "Buck" McKeon, R-Calif., chairman of the House Armed Services Committee.

McKeon voted for the bill last August that established the requirement for $487 billion in defense savings over five years.

"Taking us back to a pre-9/11 military force structure places our country in grave danger," said Sen. John Cornyn, R-Texas, a member of the Senate Armed Services Committee that will hold hearings on the Pentagon budget plan.

Sen. John McCain, R-Ariz., said the Panetta plan "ignores the lessons of history." He said it provides for a military that is "too small to respond effectively to events that may unfold over the next few years."

The military's top general, however, defended the administration's approach. Army Gen. Martin Dempsey, chairman of the Joint Chiefs of Staff, said he is convinced that the risks raised by cutting the size of the military are manageable. He said failing to make these changes would have meant even bigger risks.

"This budget is a first step ? it's a down payment ? as we transition from an emphasis on today's wars to preparing for future challenges," he said, adding, "This budget does not lead to a military in decline."

Among other details Panetta disclosed:

--The Air Force would retire some older planes including about two dozen C-5A cargo aircraft and 65 of its oldest C-130 cargo planes.

-- The Navy would keep a fleet of 11 aircraft carriers but retire seven cruisers earlier than planned. It also would delay purchase of some other ships, including a new Virginia-class submarine.

--Purchase of F-35 stealth fighter jets, to be fielded by the Air Force, Navy and Marine Corps, would be slowed.

--Current plans for building a new generation of submarines that carry long-range nuclear missiles would be delayed by two years. The current fleet of nuclear-capable bombers and land-based nuclear missiles would be left unchanged.

--Military pay raises will remain on track until 2015, when the pace of increase will be slowed by an undetermined amount.

--Obama will ask Congress to approve a new round of domestic base closures, although the timing of this was left vague and there is little chance that lawmakers would agree to this in a presidential election year.

The defense spending plan is scheduled to be submitted to Congress as part of the administration's full 2013 budget on Feb. 13.

The defense budget is being reshaped in the midst of a presidential contest in which Obama seeks to portray himself as a forward-looking commander in chief focusing on new security threats. Republicans want to cast him as weak on defense.

Obama has highlighted his national security successes ? the killing of bin Laden, the death of other senior al-Qaida leaders and the demise of Libya's Moammar Gadhafi ? to counter Republican criticism. He also has emphasized the completion of the U.S. troop withdrawal from Iraq and the start of a drawdown in Afghanistan as turning points that offer new opportunities to scale back defense spending.

But several congressional Republicans see a political opening in challenging the reductions in projected military spending that the GOP and Obama agreed to last summer as part of a deal to raise the nation's borrowing authority. They've echoed Obama's potential presidential rivals Mitt Romney, Newt Gingrich and Rick Santorum, who plead for fiscal austerity but contend that sizable cuts would gut the military.

Dr. Drew Pinsky of "Dr. Drew's Lifechangers" is pretty unflappable -- and why not? He's had years of experience dealing with celebrities and their sometimes off-the-wall addictions, and is usually the composed, cool-headed center of rationality.

But you haven't seen Dr. Drew until you've seen him try some of Honey Boo Boo Child's Go-Go Juice, as he does in the clip below, from "Lifechangers."

"It tastes like apple juice!" says Child, whose birth name is Alana, and who stars in "Toddlers & Tiaras."

OK, he doesn't exactly get down on the floor and spin around (as the pageant princess has been known to do). But having had a small sip of the "energy drink and caffeine drink" combo Alana's mom put together, he starts immediately stumbling over his words.

"I'm kind of starting to sweat a little bit ... I can't speak, my tongue is getting thick ... I can't talk because I've got this Go-Go juice making my mouth thick," he said.

"I'm having trouble, I'm starting to lose it," he added, spitting a little out.

Talk about a life-changer!

This group will be starting in Briggsdale, Colorado (I just couldn't help it...) -- directly east of Fort Collins on 14.

Places of interest:
- Briggsdale Elementary School
- Briggsdale Undivided Highschool
- Briggsdale Market
- US Post Office
- Pawnee Sportsman Center (quite a distance from Briggsdale)

Environment:
Briggsdale is largely rural, with few places of interest.
The climate is dry, with dirt roads and rough vegetation.
A majority of Briggsdale is open and flat, with only the center of the city sporting buildings and homes.
There was a population of approximately 586 people.
With no nearby hospitals, many individuals bunked down in their homes to try and escape the reaches of the infection.

The games kids no longer play

Experts say the more creatively children play, the less lucrative it is for toy makers. They advocate returning to the games kids no longer play.

Once upon a time, a typical gift for a child was a set of blocks. Plain old blocks with no batteries or screens, no electronic voice asking to be friends, no game of Angry Birds somehow embedded in their cubic walls.

As anyone who braved toy stores this past holiday season knows, the bulk of gear for children these days is far more technologically decked out, with everything from flashing lights to 3-D computer screens to disembodied voices. And this, say child development experts, is turning into a massive problem.

High-stimuli toys, even many of those advertised as "educational" or "interactive," actually serve to diminish children's creativity, many experts say. Instead of using their minds to imagine how to use a toy ? how to build a castle with blocks, say ? they simply push a button or watch a flashing light. The toy is doing the work, which is the reverse of what researchers say is ideal.

"The best toy is 90 percent child and 10 percent toy," says Susan Linn, a Harvard University psychiatry instructor and cofounder of the Campaign for a Commercial-Free Childhood. "The [perfect] toy's meaning and its use changes at the child's behest."

At the same time, a large percentage of children's toys are based on media characters ? Transformers, for instance, were top sellers this past holiday season. The problem with this, says Diane Levin, an education professor at Wheelock College in Boston, is that when a child plays with a toy that already has a character description, the play tends to be limited; the child doesn't invent the figure's personality or actions because those characteristics are already determined.

"Play material is very important," Ms. Levin says. "When they have something that is just something they saw on TV, they will use it the same way. They will imitate."

And of course, there is the issue of screen time. According to the Kaiser Family Foundation, 8-to-18-year-olds now spend 7.5 hours a day in front of one or more screens. This, according to the American Academy of Pediatrics, is too much. It recommends no screen time for children 2 years old and younger, and no more than two hours a day for older ones.

But some top-selling toys this past season ? including infant toys ? were screen-based. (Teachers Resisting Unhealthy Children's Entertainment named a tablet computer for babies the worst toy of the year; a similar device was in the Toys "R" Us Top 15 Christmas gifts for 2011.)

Many of these screen toys advertise themselves as educational, tapping into parents' desire to help children get ahead in a technologically focused world. In a December Monitor TIPP poll, for instance, two- thirds of Americans agreed with the statement "the earlier a child can use technology, the better off he or she will be." Yet numerous studies have found no educational benefit ? and possibly some harm ? in early screen time.

It comes down, child advocates say, to money.

"One of the reasons that creative play has been diminishing in the United States is that it's not lucrative," Dr. Linn says. "Companies make less money when children play creatively. Children who play creatively need less stuff, and they can use the same thing over and over again ? mud, water, blocks, dolls that don't do anything."

Ruling that faults FBI is upheld in Bulger case (AP)

BOSTON ? A federal appeals court has upheld multimillion-dollar judgments that found the government liable for the deaths of three people allegedly murdered by James "Whitey" Bulger.

The U.S. Court of Appeals for the First Circuit upheld awards Friday that ranged from $350,000 to $1.3 million for the families of Debra Davis, Deborah Hussey and Louis Litif.

The court affirms a trial judge's decision that the FBI showed "wildly reckless behavior" in using Bulger and his associate, Stephen "The Rifleman" Flemmi, as informants and shielding them from prosecution.

Steve Davis, the brother of Debra Davis, tells The Boston Globe (http://bo.st/zzfKdP) that the appeals court's decision shows his sister mattered.

Bulger was arrested last year after 16 years on the run. He awaits trial on accusations of participating in 19 murders.

Last officer in Katrina shootings heading to trial (AP)

NEW ORLEANS ? Twenty New Orleans police officers have been charged in a series of probes by the Justice Department's civil rights division since 2010. A retired sergeant who was assigned to investigate deadly police shootings on a bridge after Hurricane Katrina will be the last of those officers to get his day in court.

A trial is scheduled to start Monday for Gerard Dugue, who is charged with participating in a cover-up to make it appear police were justified in shooting six unarmed people, killing two, on the Danziger Bridge less than a week after the 2005 storm.

A judge ordered separate trials for Dugue and five other current or former officers who were convicted in August of civil rights violations stemming from the bridge shootings.

"He is completely and totally innocent," said Dugue's attorney, Claude Kelly. "He has said that from day one, and that will be proven in court."

The hurricane, which struck Louisiana and Mississippi on Aug. 29, 2005, drove a wall of water into the coast. Levees broke and flooded roughly 80 percent of New Orleans, plunging the city into chaos and subjecting police to harsh, dangerous conditions.

The storm also cast a spotlight on a troubled police department that has been plagued by corruption for decades. In Katrina's aftermath, federal authorities launched a new push to clean up the police force. The criminal probes were only part of the effort. The Justice Department also embarked on a top-to-bottom review of the department that produced a scathing report on its practices.

Dugue isn't charged in the shooting. He wasn't on the bridge the morning of Sept. 4, 2005, when police shot and killed 17-year-old James Brissette and 40-year-old Ronald Madison, a mentally disabled man. Dugue didn't get involved in the case until several weeks later, when the department assigned him to help another sergeant investigate.

A jury convicted retired Sgt. Arthur Kaufman of participating in a cover-up that included a planted gun, phony witnesses and falsified reports.

Unlike Dugue, Kaufman was on the bridge in the aftermath of the shootings. Former Lt. Michael Lohman, who was the ranking officer on the scene, initially assigned Kaufman to lead the investigation.

Kaufman told the FBI he found a revolver in a grassy area beside the bridge a day after the shootings. Prosecutors, however, said Kaufman retrieved the gun from his home several weeks later and turned it in as evidence, claiming it was thrown off the bridge by Ronald Madison's brother Lance.

Kaufman and Dugue interviewed officers who fired their guns on the bridge. They allegedly co-authored a report that included statements they knew to be false. An indictment claims the two investigators told the officers to "make sure they had their stories straight" before they gave taped statements.

Kaufman's attorney, Stephen London, argued during last year's trial that Dugue was responsible for the contents of the department's official report on the shootings.

Dugue allegedly lied to a federal agent when he said he didn't question the truthfulness of the officers' statements or doubt their actions were justified.

"In fact," the indictment says, "he had many `red flags' and `question marks' about the officers' stories, but he reported the questionable information as fact and relied upon it without qualification."

Dugue received a separate trial after prosecutors argued that statements he made during his FBI interview could incriminate the other defendants.

The jury in last year's trial heard five weeks of testimony by roughly 60 witnesses. Dugue's trial is expected to last two to three weeks.

Five other former officers pleaded guilty to participating in a cover-up of the bridge shootings and are serving prison terms.

Dugue's trial may not be the last for an officer charged in the Justice Department probes. A judge ordered a new trial for former Lt. Travis McCabe, who was convicted in December 2010 of helping cover up the fatal shooting of 31-year-old Henry Glover after Katrina.

U.S. District Judge Lance Africk ruled McCabe deserves a second trial because newly discovered evidence ? a different copy of the report that McCabe is accused of doctoring ? surfaced after his convictions. Prosecutors are appealing that decision.

Jurors also convicted a former officer, David Warren, of fatally shooting Glover outside a strip mall and convicted another officer, Gregory McRae, of burning Glover's body in a car. Two others were acquitted in the case.

Two other investigations resulted in charges against officers: In April 2011, a jury convicted two officers of charges stemming from the fatal beating of a 48-year-old handyman in July 2005. And in December 2011, a jury convicted one officer and acquitted another of lying about a deadly shooting outside the city's convention center after Katrina.

Romney and Gingrich refuse to move dueling events (AP)

GREENVILLE, S.C. ? Rival presidential candidates Mitt Romney and Newt Gingrich are set to appear at the same breakfast restaurant at the same time on the day of the South Carolina primary.

Both campaigns said Friday they will not change schedules that, by coincidence, have the dueling candidates visiting Tommy's Country Ham House in Greenville at 10:45 a.m. EST.

Romney and Gingrich are locked in a nasty, neck-and-neck fight to win the first-in-the-South primary. They have criticized each other repeatedly on the debate stage, in TV ads, on the radio, in mail and in telephone calls.

Gingrich has surged ahead in recent days, eating into Romney's lead in polls and threatening what had appeared to be a swift march to the nomination.

Romney campaign spokesman Rick Gorka called the scheduling a "pure coincidence and we are not changing our schedule."

Gingrich campaign spokesman Nathan Naidu said Gingrich's schedule came out first and that Gingrich is "more than happy to treat Gov. Romney to ham at our event."

Viral video spoofs the, er, stuff New Yorkers say (AP)

NEW YORK ? Hip young New Yorkers hate waiting for the subway. They wouldn't be caught dead near tourist sites and couldn't care less if a celebrity walked by. They're snobby about what they read, even snobbier about what they eat, stick to their own borough, and call the most minuscule bedrooms "huge."

And there's something else: Some don't take kindly to being reduced to a cultural stereotype.

That's what Eliot and Ilana Glazer, brother-sister bloggers, comics and native New Yorkers, have discovered since their video, "Stuff New Yorkers Say" (no, the word isn't really "Stuff") has gone viral in the last couple days. Turns out, one of the things New Yorkers like to say is: "We don't say THAT!"

But there's been lots of positive feedback, too, and all the attention has stunned the Glazers, who posted the video on Wednesday night, hoping for some buzz but not expecting well over a million YouTube views (about 1.3 million as of late Friday).

"It's really bonkers," Eliot Glazer, 28, said in a telephone interview.

The video, inspired by a current Internet meme on what all sorts of groups of people say, is simple enough. In it, the Glazers and friends converse the way young New Yorkers would (or wouldn't, depending on whom you ask.) There are a few distinct themes.

Impatience: "Where is the train? Where is the TRAIN?" (There have been comments posted that while people in New York think this, they don't actually stand on the platform saying it.)

Exclusivity: "Nobody knows about this place."

Culinary exclusivity: "All I had today was a bagel." Or "Ah, Momofuku!" a reference to the group of restaurants headed by hip young chef David Chang.

Culinary snobbery: "Ah, Magnolia!" a reference to the cupcakes made famous by "Sex and the City" ? followed by a sour face, because the cupcakes aren't very hip.

Celebrity fatigue: "Sarah Jessica Parker! Oh, who cares."

Disdain for tourists: "Who goes to the Statue of Liberty?" "Who goes to the Empire State Building?" "Move! Move!" (walking down the street behind slowpokes.) "I hate tourists!"

That last theme, Glazer explains, is not to be taken literally. "New Yorkers are actually very kind to tourists," he says.

Another thing people are taking too literally, according to Glazer: The derisive comments about boroughs other than Manhattan, as in "I don't go to Queens," and "I don't do Brooklyn."

In fact, Glazer was born in Queens, grew up on Long Island, and now lives in Brooklyn, as does his sister ? a writer and comic whose Web series, "Broad City," is in development for the FX network.

Especially funny, Glazer says, is unwarranted speculation online that the Glazers aren't even from New York. But he says he doesn't read comments on YouTube: "It's just a pool of negativity."

"This is satire," he says. "We intended it to be a satire of what it means to be young and semi-spoiled in New York."

The video was shot and edited in about two weeks. "I was worried we were past the expiration date of the meme," Glazer says. He and his sister posted it to their Facebook accounts, and "within two hours it was insane ? the comments, the sharing," he says. "It was mind-blowing how quickly it took off."

What's clear from the video is that its creators love the city, despite its hardships.

Poe fans call an end to 'Toaster' tradition (AP)

BALTIMORE ? Edgar Allan Poe fans waited long past a midnight dreary, but it appears annual visits to the writer's grave in Baltimore by a mysterious figure called the "Poe Toaster" shall occur nevermore.

Poe House and Museum Curator Jeff Jerome said early Thursday that die-hard fans waited hours past when the tribute bearer normally arrives. But the "Poe Toaster" was a no-show for a third year in a row, leaving another unanswered question in a mystery worthy of the writer's legacy. Poe fans had said they would hold one last vigil this year before calling an end to the tradition.

"It's over with," Jerome said wearily. "It will probably hit me later, but I'm too tired now to feel anything else."

It is thought that the tributes of an anonymous man wearing black clothes with a white scarf and a wide-brimmed hat, who leaves three roses and a half-empty bottle of cognac at Poe's original grave on the writer's birthday, date to at least the 1940s. Late Wednesday, a crowd gathered outside the gates of the burial ground surrounding Westminster Hall to watch for the mysterious visitor, yet only three impersonators appeared, Jerome said.

The gothic master's tales of the macabre still connect with readers more than 200 years after his birth, including his most famous poem, "The Raven," and short stories such as "The Tell-Tale Heart" and "The Pit and the Pendulum." Poe's "The Murders in the Rue Morgue" is considered the first modern detective story.

Jerome, who was first exposed to Poe through Vincent Price's movies, believes people still identify with Poe's suffering and his lifelong dream to be a poet. He has kept a vigil for the "Poe Toaster" each year since 1978 and built up a team of other dedicated Poe fans who stay awake all night to scan the shadows of the burial ground for the visitor.

"I've been part of a ritual that people around the world read about," he said. "I'll miss it."

One Poe tradition may have ended, but Jerome said a reading of tributes by Poe fans at the gravesite planned for Thursday night may develop into a new ritual to mark the writer's birthday.

Jerome says that wherever he travels, he's asked whether the "Poe Toaster" is real. He believes the mystery of the "Poe Toaster" tradition will remain in the public consciousness despite the end of the visits.

That mystery is what has kept Jessica Marxen, 33, a programmer from Randallstown, Md., coming back to watch for the "Poe Toaster" for years. She and her sister Jeannette, 31, an administrative assistant, got involved after Jerome visited their high school and recruited them as volunteers at the Poe House. Though she has watched for the "Poe Toaster" for years, Jessica Marxen said she wouldn't want to know who he is.

"There are so few mysteries," she said. "It's a throwback to a more romantic time when people could have secrets."

Poe, who was born in Boston, lived in Baltimore, London, New York, Philadelphia and Richmond, Va. During a visit to Baltimore in 1849, he died under mysterious circumstances at age 40. The cause of his death has been the subject of much speculation over the years, with theories ranging from murder to rabies.

Poe was buried in his grandfather's lot in Westminster Burial Ground, in what is now downtown Baltimore. In 1875, his body and that of his aunt and mother-in-law Maria Clemm were moved to a prominent spot by the entrance with a memorial marker. The body of his young wife and cousin, Virginia, was exhumed and reburied with him 10 years later.

Baltimore recently cut funding for the museum at the rowhouse where Poe lived with relatives from 1832 to 1835, before he found fame as a writer. It must close if it does not become self-sustaining by June.

The city plans to release a recommended business plan by the end of March.

The annual graveside tribute was first mentioned in print in 1950 as an aside in an article that appeared in The Evening Sun of Baltimore about an effort to restore the cemetery, Jerome said. When Jerome spoke to older members of the congregation that once worshiped at the church, they recalled hearing about a visitor in the 1930s.

The visitor has occasionally left notes with his tributes, but they haven't offered much insight into the identity of the "Poe Toaster." A few indicated the tradition passed to a new generation before the original visitor's death in the 1990s, and some even mentioned the Iraq War and Baltimore Ravens football team, which was named for Poe's poem.

The vigil inside the former church is closed to the public, but over the years, a crowd has gathered outside the gates to watch. After the "Poe Toaster" failed to show in 2010, last year's vigil attracted impersonators, including a man who arrived in a limo and a few women.

The crowd outside the gates of the burial ground into Thursday morning was more respectful than last year. Even the impersonators were more solemn, perhaps because of the sense that this could be the last vigil, according to Sherri Weaver, 40, of Randallstown, who works in finance. Weaver and a few dozen others ? some from as far away as California and Chicago ? braved a windy night with temperatures around 30 degrees, hoping to catch a glimpse of the mystery visitor.

"Some people held out some optimism, but this may be the end," she said as dawn approached and it was becoming clear that the "Poe Toaster" was not showing up for a third time. "People know this is not a fluke, it's a quiet end."

Billed as a free app, Ask the Cheesemonger for iPhone and iPod Touch is anything but. You?ll get a paltry glimpse of the app?s content before being prompted to upgrade to the full version of the cheese-filled directory, but is it worth shelling out extra cash? For its regular price of $2.99, my vote is ?no.?

The good news is that the app upgrade is currently on sale for a more palatable 99 cents. ?Although the app containing information on more than 300 cheeses, synthesizing the information will take some work by neophytes.

The Cheese Challenge 10-question quiz isn?t particularly engaging, and if you?ve taken it once, there?s little point in viewing it again. The ?Ask the Cheesemonger? section is better, but currently offers fewer than 50 Q&As including the worthless ?Is the moon made of cheese?? There is a function to ask your own question, but this simply launches your native mail program so you can send an email. It seems the cheesemongers know their stuff, but it?d be useful if the answers linked back to cheeses described in the app.

Ask the Cheesemonger also offers a pairing service ? figure out what beverage to serve with a cheese you?ve bought, or select the beverages you?ve currently got on tap to see which cheese pairs the best. This feature is easy to use, however, because the applicable cheeses are displayed in list format, you?ll still have to do additional research into each to see if its even one you?d enjoy ? names alone aren?t enough in this situation.

Really, the best feature of Ask the Cheesemonger is its Search Category function on the main cheese tab. This filter will help you narrow your focus as you can search by country, milk type or cheese style, among others. It?s definitely a better jumping-off point than going through the cheeses alphabetically.

Don?t pay full price for Ask the Cheesemonger, but if you?re willing to spend the time sorting through all of the varieties of cheese, you?ll probably come out with a solid understanding of fromage.
